Mr. Ghislain Picard is an Innu from the community of Pessamit. In the early 1980s, Mr. Picard was President of the Quebec Native Friendship Centre. In 1983, he played an active role in implementing a community radio network for his nation. He’s also one of the founding members of the Société de communication atikamekw et montagnaise (SOCAM), which produces radio programs in Aboriginal languages. After being appointed Vice-President of the Conseil Atikamekw Montagnais in 1989, he was elected Regional Chief of the Assembly of First Nations of Quebec and Labrador (AFNQL) in 1992, a position he has held ever since. As Regional Chief, he sits on the Assembly of First Nations Executive Committee at the national level.
