Richard Frost is Chief Executive Officer of The Winnipeg Foundation, Canada’s first community foundation. In 2012, the Foundation distributed $21.2 million in grants to almost 800 charitable organizations.  Total granting during the Foundation’s history has reached $300 million.

Before assuming his current role, Richard worked for 25 years in municipal public service.  He was Chief Commissioner of the City of Winnipeg (1989 – 1997) and  Chief Administrative Officer of the Regional Municipality of Peel (1978 1989).

Richard has served on the Boards of many organizations including Winnipeg Regional Health Authority, Cancer Care Manitoba Foundation, The Associates – Asper School of Business and Dorais Charities. Rick is also Past Chair of Community Foundations of Canada, a national membership organization serving Canada’s 180+ community foundations.  

Richard currently serves on the Premier’s Economic Advisory Council.

Richard holds a Master of Arts (History) from McMaster University, a Master of Public Administration from Queen’s University and an Honorary Doctorate of Law from the University of Manitoba.
